The City of Toronto has resorted to utilizing big concrete blocks to forestall unlicensed marijuana dispensaries from reopening within the metropolis.
Blocks have been first positioned in entrance of the doorways of an alleged unlawful dispensary close to Yonge and Bloor streets in May.
